Napier City Council ICT Review Napier City Council's Chief Executive commissioned a review of Council Information and Communication Technology (ICT) functions in 2009. The brief given to the Destin Consultant was to review the current decentralised approach to ICT service delivery within the Council and recommend improvements that could be made to optimise service delivery. The review was completed over a two month period. It required interviews to be conducted with key staff including heads of department, key business managers and the three managers responsible for ICT service delivery within Council. The review was concluded with a thirty page report. The key
findings were that while recent internal initiatives by the three ICT
managers had made significant improvements to ICT service delivery, ICT was
generally treated as an operational service. The main recommendation was to
use ICT more strategically, requiring a structured approach involving the
agreement of standards and policies across the three departments and a
greater level of shared procurement to implement these standards and reduce

Napier City Council Digital Strategy One of the recommendations of the ICT review report was the development of a "Digital Strategy" to guide the strategic use of IT in service delivery. This strategy would consider the impact of the strategic use of IT on governance, IT structures, capabilities and competencies. Napier City Council's Corporate IT Manager turned to Destin Consulting to assist in the development of this key document. The Digital Strategy was completed in August 2010 and has three main themes of Connected Council, Transformed Business and Resilient IT. The Digital Strategy included a programme of work organised around these themes and included key principles upon which the Digital Strategy will be undertaken. The Corporate IT Manager is now building his annual work programme based on this strategy. He is able to build a better case for funding requests and is working through a number of recommendations in regard to staff and governance structures. What did Napier City Council get from us?
